The Government of Odisha, through Green Energy Development Corporation of Odisha Limited (GEDCOL) is implementing a Rooftop Solar Project on most of the government buildings in the towns of Bhubaneswar and Cuttack. IFC supported GEDCOL in development of a policy and regulatory framework for the net metering concept, and assisted GEDCOL in project development and procurement of a Private Sector Partner for implementation of the Project. Through the project, about 4 MW of the Rooftop Solar capacity is being developed on Net Metering basis. Based on the learnings of the pilot project, IFC is now assisting GEDCOL in replicating the project in remaining government buildings in Bhubaneswar and 16 other cities of the State. The replication project is being implemented on a Gross Metering model, so as to maximize the Rooftop Solar capacity that can be installed.
The Program will provide transaction advisory support to the state government to identify a private sector partner through a transparent competitive bid process to implement and replicate the project in 15 cities in Odisha - Sambalpur, Burla, Hirakund, Rourkela, Berhampur, Chatrapur, Jeypore, Koraput, Sunabeda, Nabarangapur, Balasore, Bhadrak, Baripada, Puri and Khurda. IFC expects to facilitate Rs 6.8 Crores of climate financing while reducing GHG emissions through this project.
